HUD appoints four to Federal Advisory Committee on Housing Counseling

The US Department of Housing and Urban Development (HUD) has appointed four new members to its Federal Housing Council Advisory Committee. The four new members complement the current eight members of the Committee, bringing the composition of the Committee to the 12 members authorized by law.

The following individuals will serve a three-year term on the Committee:

  • Gabe Del Rio, President and CEO, Homeownership Council of America
  • Daniel Garcia, CRA Vice President/Chief Lending Officer, First Horizon Bank
  • Angie Liou, Executive Director, Asian Community Development Corporation
  • Richard Verrillo, Director of Business Development, Navicore Solutions

These new members represent the mortgage industry, the real estate industry, consumers, and HUD-approved housing counseling agencies.

“We welcome our newest members to the Federal Housing Advisory Committee and thank all members for their commitment to the individuals, families and communities across the country who rely on the National Housing Counseling Program to find and maintain safe and affordable housing,” the HUD secretary said. HUD established the Federal Housing Counseling Advisory Committee in April 2015 to advise HUD’s Office of Housing Counseling on how to carry out its functions. The committee provides a forum for those involved in housing counseling to offer advice directly to Deputy Undersecretary for Housing Counseling David Berenbaum on ways to achieve the goals of the HUD Housing Counseling Office.

As a consumer representative, Del Rio (right), current president and CEO of the American Homeownership Council in Virginia, has worked for the past 20 years to address a range of housing needs from homelessness to homeownership and has also taught vocational courses in housing counseling for a major HUD middleman, while assuming management of several large Southern California housing estates. Nonprofit. He has served or directly managed nearly every aspect of consumer-focused housing and financial education, affordable mortgages and PAD delivery, and real estate sales and development.

Garcia (left), current Vice President/Chief Lending Officer of ARC Premier Horizon Bank in Texas will serve the committee as a mortgage representative. He brings to his role over 18 years of experience in mortgage banking, affordable housing and community development. He has developed and implemented numerous programs that provide affordable mortgage solutions for low to middle income families and first time home buyers. He is an active member of the National Association of Hispanic Real Estate Professionals (NAHREP)and assumed important ARC responsibilities in several financial institutions.

Liou (right) will serve the Committee as a property representative. She is currently the Executive Director of the Asian Community Development Corporation (ACDC) in Boston and has worked in affordable housing and community development since 2004. She previously served as ACDC’s Director of Real Estate, where she oversaw the management of ACDC’s assets. portfolio of over 300 units, non-profit organizations in the provision of safe and affordable housing and served as a project manager on projects worth over $95 million. Liou is a board member of the Massachusetts Association of Community Development Corporations (MADCC), the Citizens’ Housing and Planning Association (CHAPA), and the National Coalition for Asian Pacific American Community Development (National CAPACD). She is fluent in Mandarin and brings valuable personal and professional perspectives through serving and working in local AAPI communities and other communities of color.

Housing counselor Verrillo (left) is director of business development at Navicore Solutions in New Jersey. He brings the unique perspective of millennials to his role. In his work with Navicore Solutions, he oversees their national disaster recovery initiative, develops partnerships with key external stakeholders, and oversees and develops new business opportunities. Verillo’s professional activities include co-chairing the Coalition of National Housing Counseling Intermediaries, 2014-2017, during which he worked with HUD-approved nonprofit housing counseling agencies to advocate for public policy and create housing consumer programs.

These four new members will join the following Committee members who were appointed or reappointed in September 2021:

  • Bill Sevilla, Director, Community Development and Asset Creation, Centro Campesino
  • Tony Walters, Executive Director, National Housing Council for American Indians
  • Paul Yorkis, President, Patriot Real Estate
